The 6 Federal Programs That Auto-Qualify You
If any household member is enrolled in even one of the programs below, your entire household qualifies for Lifeline. This is the fastest path — most SNAP and Medicaid applicants are auto-verified in under 5 minutes.
SNAP (Food Stamps)
Any household member enrolled in SNAP / EBT qualifies your entire household. Most common qualifying program (~48% of Lifeline approvals).
Proof accepted: SNAP award letter, benefit card statement, or state EBT portal screenshot showing name and issue date within 12 months.
Medicaid
Includes state Medicaid, CHIP, and Medicaid-managed care plans (Molina, Anthem, WellCare, etc.). Medicare alone does NOT qualify — must be Medicaid.
Proof accepted: Medicaid card, state Medicaid approval letter, or Managed Care Organization enrollment letter within 12 months.
Supplemental Security Income (SSI)
Federal SSI recipients qualify (separate from Social Security retirement or SSDI). If you receive a monthly SSI check from the SSA, you're eligible.
Proof accepted: SSA award letter, current SSI benefit statement, or SSA-1099 form from the previous tax year.
Federal Public Housing Assistance (FPHA)
Section 8 vouchers, public housing tenants, and project-based rental assistance all qualify. Verified through HUD data hub during application.
Proof accepted: Lease showing HUD/Section 8 subsidy, housing authority letter, or annual recertification packet within 12 months.
Veterans / Survivors Pension
VA Pension or Survivors Pension (not VA disability compensation, not military retirement). Roughly 1.2M U.S. veterans qualify through this path.

WIC (Women, Infants & Children)
The FCC added WIC as a qualifying program in 2022. Any household with an active WIC beneficiary qualifies.

Proof of address
Utility bill, lease, mortgage statement, or W-2 dated within the last 3 months. P.O. boxes only accepted with a separate service address.

Required for identity matching against federal databases. Full SSN is never stored; only the last 4 digits are used.

Who qualifies for Lifeline in 2026?+
Any U.S. household where at least one member participates in SNAP, Medicaid, SSI, Federal Public Housing Assistance, Veterans Pension, WIC, or Tribal-specific programs (Bureau of Indian Affairs GA, Head Start, Tribal TANF, Food Distribution on Reservations). Households below 135% of federal poverty guidelines also qualify via income.
Does Medicare qualify me for Lifeline?+
No — Medicare (federal health insurance for people 65+) does not qualify by itself. You must be enrolled in Medicaid, which is a separate income-based program. Many seniors qualify through Medicaid, SSI, or income at 135% FPL.
Can I qualify without any government program?+
Yes. If your household's total gross income is at or below 135% of the Federal Poverty Guidelines (see 2026 table above), you qualify through the income path. You'll need to submit pay stubs, tax returns, or an SSA benefit letter as proof.
Is Lifeline one benefit per person or per household?+
One benefit per household — not per person. The FCC defines 'household' as any group of people who live together and share income and expenses. Only one Lifeline discount and one free phone per household at any given time.
How long does approval take?+
SNAP and Medicaid enrollees are often auto-verified in under 5 minutes through a National Verifier database match. Manual document review takes 24–72 hours in most states. Tribal lands and complex households (multiple adults) may take up to 10 business days.
Do I have to re-verify every year?+
Yes. Lifeline requires annual recertification. USAC sends a notice 60 days before your recertification date. You can recertify online, by phone, or by mail — takes 5 minutes if you're still enrolled in a qualifying program.
Does the Lifeline discount cover an iPhone?+
The federal Lifeline discount ($9.25/month, or $34.25 on qualifying Tribal lands) is applied to your wireless service. Many participating providers use this discount plus provider funding to offer a $0 monthly plan bundled with a free refurbished iPhone. Actual iPhone model depends on provider stock and ZIP code.
What if I was denied?+
The most common denial reasons are: (1) address doesn't match program records, (2) proof document is older than 12 months, (3) another household member already has Lifeline. Fix the underlying issue and reapply — there's no waiting period.
